How procurement policy blocks citizen outcomes

Government is an institution that collects and spends money for the greater good. Procurement is at the core of what it does, but over the years, layers of initially well-intentioned bureaucracy have clogged up how it works. Many of today's processes optimize for impunity instead of outcome.
In this talk, procurement expert Dan Murphy examines the paradox of public-sector procurement. He'll set the stage with examples from cybersecurity, infrastructure, and purchasing around the world that reveal why so many public sector initiatives are doomed before they start. Then he'll describe promising alternatives that shift procurement from a compliance ritual to a strategic enabler.
These new approaches replace promises with proof, bringing buyers, vendors, and stakeholders together to create and validate solutions in a fraction of the normal time. The result is outcomes that actually matter, a restoration of citizen trust, and innovation in our public infrastructure.
