Liam Whittington (he/him)

Senior Program Manager, Forum of Federations

Liam Whittington is Senior Program Manager at the Forum of Federations. In his work at the Forum, he has overseen various thematic and development assistance programs supporting federal and multilevel governance improvement processes the world, including projects in Myanmar, Cuba and Sudan. Liam’s thematic research areas include gender equality and federalism, peacebuilding and power-sharing settlements, intergovernmental relations, and social welfare and federalism. He has produced research publications in a variety of different policy areas, including: A Guide to Strengthen the Role of Women in Peacebuilding: Developing Practical Negotiation Skills and Mediation Networks in the Americas (Organization of American States, Forum of Federations, University of Kent 2022) and Apex-Level Intergovernmental Relations Mechanisms: Lessons for the Indian Context (Forum of Federations 2019). Liam edited the comparative volume Federalism and the Response to COVID-19: A Comparative Analysis (Routledge, 2021).

Liam is a Research Fellow at the Centre for Federal Studies at the University of Kent (Canterbury, UK), a Research Fellow of the Council of Hemispheric Affairs (Washington DC, USA) and an Expert Associate of UK Research and Consultancy Services (Northampton, UK). He has contributed to governance and policy research and development projects commissioned by the European Commission, the World Bank, the United Nations, the Organization of American States, UNWomen, and the governments of Canada and Wales.
