Pascal is the City Councillor for District 2 in Saint-Jérôme, where he sits on the municipality's strategic committee on artificial intelligence. He is also a member of the Commission on Innovation and Digital Transformation of the Union des municipalités du Québec (UMQ), a collaborative forum where elected officials and experts shape the digital strategies of Quebec cities.
In parallel, he serves as the Director of Digital Technologies and Information at the Research Institute of the McGill University Health Centre (RI-MUHC), where he leads digital transformation and research data governance. He also sits on the RI-MUHC and MUHC joint strategic committee, contributing to the alignment of technological strategies across the entire institution.
