Mr. Elad is Deputy CIO and Director of Operations & IT Services in the Division of ICT and IT in the Municipality of Tel Aviv Yafo, Israel. Before his current position, he was Lieutenant colonel at the C4I branch in the IDF.

At the conference, Mr. Elad will speak of some of the reasons that Tel-Aviv became the capital of the « Start-Up Nation », and how the TLV municipality actively encourages economic growth and development, making the city itself a Beta Site for startups, as well as developing and integrating systems for smarter management of the city.
