Embracing a Test and Learn Approach for Policy and Service Delivery

The UK government is significantly increasing its investment in a “test and learn” approach to improve policy and service delivery. Test and learn describes an approach which:

• Is oriented around outcomes, and closes the gap between policy and delivery
• Is evidence-led, focused on learning and improving through doing
• Prioritizes understanding user needs, building something quickly, testing with people, and improving based on what is learnt
• Grows an evidence base of what works for others to build on.
